1.reinstall the TDP Oracle package but using the force option OR
2.copy the file from another machine with the same version and operating system OR
3.extract the file from the installation package using the following command:

This command provides the path and shows the files included in the installation image.
restore -Tqvf <path on system>/<package name>

This command copies the file to the current directory.
Note it will create the full path specified.
restore -xqvf <path on system>/<package name> <full path and filename>

For example:
restore - xqvf /Fully/Qualified/Path/tivoli.tsm.client.oracle.aix.64bit/fr_FR /usr/tivoli/tsm/client/oracle/bin64/fr_FR/tdpo.cat
